Funding Options
CILA or Community Integrated Living Arrangement Funding is a state and federally funded program through the Illinois Department of Human Services that awards people with Developmental Disabilities the funding to live in an Orchard Village operated group home or apartment setting. This program also funds services such as day programming and assistance, through an agency to support the individual. There are certain criteria that must be met in order to apply for CILA funding. All individuals applying for CILA funding must go through a Pre-Admission Screening process.
Private Pay is an option for families or individuals that can pay for services out of pocket or through a Trust. Orchard Village works with each individual on a case by case basis.
Special Needs Trust is a legal document created for an individual with a developmental disability by a lawyer and their family, caregiver, or loved one that sets aside monies for an individual for future needs and expenses. Assets held in a Special Needs Trust are not counted toward eligibility for governmental programs; however, funds can be used to purchase services through Orchard Village.
Grants are monies designated for groups of people or programs, such as Orchard Village’s Supported Living Arrangement program. Orchard Village serves individuals as space becomes available in these grant funded programs.
Social Security funds, whether SSA, SSI or SSDI, can help pay for services at Orchard Village. Using Social Security funds to purchase services, whether CILA funded or private pay, alleviates some of the cost to the individual. However, if the individual is awarded CILA funding, Social Security funds will automatically be used toward the cost of services. Individuals will receive $50.00 of their monthly Social Security check for personal use.
Other Benefits
Medicaid, sometimes referred to as Public Aid, is a state administered medical assistance program administered through the Illinois Department of Healthcare and Family Services that benefits certain populations, including people with disabilities. Medicaid must be obtained in order to meet the criteria to apply for CILA funding.
Medicare is a federally administered medical assistance program that may provide coverage to certain individuals with developmental disabilities that meet the eligibility requirements.
Medicare D is the prescription plan for both Medicare and some Medicaid beneficiaries.
Food Stamp Program is a program operated by the Illinois Department of Human Services. Low income individuals who are deemed eligible will receive a Link Card with a designated amount of money for purchasing food.
